    The end of one presidential administration and the start of another inevitably results in a dizzying array of regulations, memoranda, and executive and secretarial orders. At the close of the Trump Administration, the agencies within the Department of the Interior issued a flurry of policies and regulations addressing the Migratory Bird Treaty Act, the National Historic Preservation Act, the Endangered Species Act and Forest Service System Lands. Yet merely one week after the inauguration, the Biden Administration opted for a change in direction, issuing a 60-day moratorium on onshore and offshore oil and gas leasing and permitting, followed by an executive order pausing new oil and natural gas leases on public lands or in offshore waters pending completion of a comprehensive review and reconsideration of Federal oil and gas permitting and leasing practices. Trump Administration and Biden Administration actions alike will face judicial challenge, and Trump Administration actions also face scrutiny and possible reversal by the Biden Administration. Our expert panel will survey the regulatory landscape affecting oil and gas leasing and development, public lands (including the Outer Continental Shelf), and wildlife at the close of the Trump Administration and the start of the Biden Administration, and will attempt to forecast future legal challenges and regulatory efforts.
